今年5月份以来，全国部分地区相续发生重特大安全生产事故，造成人员伤亡、财产损失和不良社会影响。根据中央和省、市领导先后政府作出的一系列重要批示指示和国务院6月至9月底集中开展全国安全生产大检查的工作要求，结合《市安全生产大检查工作方案》和《2016市建筑安全专项整治工作方案》的要求，市住建委决定从2016年6月开始延长至10月底结束，在全市范围内开展为期五个月的建筑施工安全生产大检查，特制订以下工作方案：
一、总体要求
认真贯彻落实近期习近平总书记、李克强总理关于安全生产工作重要批示指示和全国、全省安全生产电视电话会议精神，深刻吸取近期发生的重特大事故教训，按照“全覆盖、零容忍、严执法、重实效”的总体要求和“属地管理”、“谁主管、谁负责”的原则，认真组织开展全方位、多层次、拉网式的安全生产大检查和安全隐患大整改，做到领导在一线督导、措施在一线落实、问题在一线解决、服务在一线体现、经验在一线推广、事故在一线防范，确保我市建筑施工安全生产形势持续稳定发展。
二、工作目标
通过全市性建筑施工安全生产大检查，进一步强化安全生产责任主体责任的落实，建立与安全生产工作要求和责任相一致的奖惩考核机制；努力提升全市建筑施工安全生产管理、保障水平，夯实安全生产基础，实现安全生产长效管理。通过查隐患、抓整改，达到“治大隐患、防大事故”的目的，有效防范和遏制各类事故的发生。
三、检查范围、检查方式及检查时间
（一）检查范围：全市所有在建房屋建筑工程、房屋拆除工程和市政基础设施工程。
（二）检查方式：本次检查贯穿夏季、汛期，采取各建设、施工、监理企业对所建工程项目安全生产情况进行自查自纠，市住建委组织委相关部门对本辖区内所有建筑施工项目进行全面检查和行业指导，实行检查-整改-再检查-再整改的方式进行。
（三）检查时间：2016年6月28日—10月28日。各建设、施工、监理企业即日起要立即对所有在建工程项目安全生产情况进行自查自纠，市住建委在7月起对本辖区内所有建筑施工项目开展全面监督检查。
四、检查重点及具体安排
（一）检查重点：重点检查建筑施工工地安全生产责任制落实情况，检查建筑起重机械、边坡基坑支护、脚手架工程、施工用电等关键部位和环节，严厉打击“三违”行为。突出检查施工现场防台风、防雷、防雨、防滑、防坍塌、防坠落、防火灾等措施落实情况；加强建筑施工工程和房屋拆除工程现场检查，是否建立健全安全管理机构及档案，有无安全技术措施，有无安全技术交底，特种设备是否检验检测，消防设施是否齐全有效，是否文明施工，是否制定事故应急预案并组织演练，各种制度及岗位职责是否齐全完善并实施，是否签订安全责任书及用工合同等。
（二）具体时间安排
（1）7月份，开展夏季高温、汛期安全专项整治工作。针对夏季汛期、高温中（强降水、台风、大风等极端天气）较多的特征，重点检查基坑、围墙、建筑物和生活办公区域周边的防护设施，防止基坑、围墙坍塌和滑坡事故发生。同时，组织对重点项目、大型项目上作业施工的一线职工进行高温季节施工慰问活动。目前已与上兴镇人民政府、竹箦镇人民政府联动完成上兴、竹箦在建工程安全生产大检查，本月即将与南渡镇人民政府、戴埠镇人民政府、埭头镇人民政府联合进行镇区在建工程安全生产大检查。
（2）8月份，开展消防安全专项整治及扬尘治理工作。结合建筑施工消防安全要求，与市公安消防大队联合检查施工现场防火安全落实情况，重点部位和各类易燃易爆作业、生活区域防火安全管理。并与市环保局开展扬尘
