产品合格证管理制度
一、目的
贯彻执行国家、地方有关产品标识的规定，防止未经检验合格的产品出厂，保证产品质量的可追溯性，防止本公司的产品被假冒。
二、范围
本制度适用于公司发放合格证的产品。
三、职责
1、品管部负责对产品合格证的归口管理，确保合格证正确使用，防止丢失。
2、品管部、质检科负责对合格证的领用，发放和登记工作。
3、生产部门保证合格证的正确使用。
4、营销部负责合格证的设计。
5、库房、质检科、生产部门要确保合格证的传递、使用过程中不被丢失。
四、工作程序
1、合格证的设计、采购。
（1）品管部向营销部提供合格证的内容，有营销部负责设计，品管部审核。
（2）供应部根据营销部的设计样张及生产计划负责定制，采购合格证，在制定采购时，必须以合同形式约束供应商，防止合格证外流。
2、合格证的发放
（1）合格证由质检科管理员负责到库房领取，领料单必须由质检科长签字，合格证的领用数不得超过正常情况下一个月的用量。
（2）合格证加盖标识后由质检科管理员按产品入库数发放给指定合格证发放人员，发放时双方核对标识是否准确，并按规定做记录。
3、合格证加盖标识
（1）合格证加盖品管部章和批号章后生效，批号章由8位数字组成，1-2位为年度代号；3-4位为月份代号；5-6位为日期任务；7位代表班次；8位代表炉号或生产线。
（2）品管部章由质检科管理员或质检科合格证管理人员负责加盖，质检科科长根据实际情况制定下列人员之一加盖批号章，质检科管理员、质检科合格证管理员、质检科成品化验员、库房保管、盖章人员被确定前，，必须报品管部批准、备案。
（3）在加盖标识前，必须根据每个批号的成品入库数确定各批号合格证数，同时要求标识清晰可辨，炉号或生产线号应和合格证上的质检员号保持对应关系。
（4）如需使用标识错误或非本批号的合格证，经质检科科长认定不会影响产品质量可追溯性的情况下，可作详细登记后投入使用。
4、合格证的使用
（1）成品经检验合格后，由指定的安放人员每件产品安放合格证，安放人员可由外观质检员、成品化验员、封包人员之一担当，人员确定前报品管部批准、备案。
（2）封包人员必须将合格证缝在每件产品的口袋上。
（3）成品保管和车站发运人员必须检查产品合格证的安放情况。
5、各类人员必须保管好流通到自己手里的合格证，如有丢失和损坏应立即报质检科和品管部，任何人员不得私自将合格证带出厂。
6、各部门领导负责监督，检查管辖范围内合格证管理制度的执行情况，质检科科长检查合格证管理制度总的执行情况。品管部管理员负责每月核对合格证领用及发放账目。
