文章标题：市县区组织部长座谈会发言汇报
今年上半年，我部在市委组织部的精心指导下，认真贯彻落实全省、全市组织部长会议精神，狠抓干部队伍和人才队伍建设、基层组织建设、党员队伍建设及组织部门自身建设各项的落实，较好地完成了预期目标任务。下面，就我县今年上半年组织落实情况和下半年思路，向各位汇报如下：
一、上半年简要回顾
（一）以县、乡党委换届为重点，党政班子和干部队伍建设进一步加强。
1、积极稳妥完成县、乡党委换届。一是扎实进行乡镇党委换届。认真履行干部考察、审计、全委会票决、公示和对任用干部谈话等五个程序。通过换届，乡镇班子成员总量进一步减少，结构进一步优化。二是配合做好县委换届。参与县委换届选举，做好县十一届党代会筹备及代表选举，为县党代会的顺利进行提供了坚强的组织保障。
2、认真做好干部管理。一是完成了全县正科级以上干部基本资料的信息采集，并对部管干部档案进行了重新整装。二是加强了委托管理审批和备案管理干部的管理。重点对部管理审批和备案干部加强了管理，对有关单位拟提拔的干部，严格按照选拔任用领导干部程序操作。三是完成了新一轮离岗退养和提前退休人员的申报、核定。四是狠抓了干部教育培训。
（二）以“三项创建”活动为抓手，基层党组织建设水平全面提升。
1、扎实推进农村党建。着重开展村党组织星级创建活动，对《村党组织星级考评办法》进行了修改完善，合理界定星级，明确了县乡村三级创建责任，增强了创建的主动性、操作性和实效性。同时，统一制作了《南昌县基层党组织建设制度手册》，与《村党组织会议记录本》、《村级组织建设基本情况登记簿》、《民主生活会记录本》、《党员大会记录本》等资料，免费发放到农村基层党组织学习参考。
2、切实加强“两新”组织党建。通过深入开展“三争四新”活动，建立了以县供水有限责任公司党委为龙头，阳光学校党支部和南昌海螺水泥有限公司党总支为第二梯队，洪城汽配城党支部、向塘镇皮鞋协会党支部等为第三梯队的品字形典型群体，逐步形成了“树立一个，带动一片”的典型效应。
（三）以党员教育管理为手段，党员队伍素质明显增强。
1、突出抓好党员发展、培养。按照发展党员“十六字”方针和市组的要求，制定下发了我县2016年发展党员指导计划。并于6月上旬组织专门人员对全县29个基层党委2016-2016年发展党员进行了一次认真检查。同时，积极推进党员电教网点建设。在年初下发两套党员电教设备的基础上，又从党费拔出近六万元，购买了37套党员电教设备，下发到全县17个乡镇（工业园）的37个村级播放点，使全县党员电教设备的普及率进一步提高。
2、深入开展学习党章活动。一是积极组织全县党员参加全市“学习贯彻党章、争当崛起先锋”党的书面知识竞赛。二是组织全县162名党员进行了一次党的知识闭卷考试，从中选出了4名同志代表我县参加了于6月下旬举行的全市党的知识竞赛，获得全市三等奖。
（四）以部机关先进性教育活动为契机，组织部门和组工干部自身建设稳步推进。
1、扎实开展部机关先进性教育活动。坚持“标准更高、要求更严、效果更好”的总体要求，紧密联系组织部门和组织实际，结合学习贯彻党章、社会主义荣辱观教育，周密安
